Importing wooden toys into Europe or North America is not just a logistics exercise. It is a compliance exercise. Tariff codes, safety directives, labeling rules, and customs documentation all affect your landed cost and your launch timeline. At OKEYKIDS, the children’s toy brand of Wenzhou Times Arts & Crafts Co., Ltd., we have spent 24 years exporting wooden toys to Europe and North America. We are not customs brokers. But we have learned what buyers need to ask, and what documents they should expect.

Start with the HS code.

Wooden toys usually fall under HS heading 9503, but the exact subheading depends on the product type and material composition. A wooden puzzle, a wooden building block set, and a wooden pull-along toy may not share the same code. The code affects duty rates and import requirements. Ask your supplier to provide the HS code they use for each product. Then confirm it with your customs broker. A vague answer here can cost you money at the border.

Know the safety framework.

Europe and the United States regulate toys differently. In the EU, the Toy Safety Directive 2009/48/EC applies, supported by EN71 testing. CE marking is required. In the US, the Consumer Product Safety Improvement Act (CPSIA) applies, supported by ASTM F963 testing. Children’s products also require CPC certification. Every OKEYKIDS product is tested to EN71 and ASTM F963 standards. We use water-based paints and child-safe finishes. Small parts are checked and rechecked. Batch records are kept. If a toy does not pass, it does not ship. But testing is only part of the story. The paperwork must match the product.

Labeling is where many shipments fail.

A toy can pass every lab test and still be stopped at retail because the label is wrong. Age warnings. CE marking. Manufacturer name and address. Batch number. Country of origin. Language requirements. In the EU, instructions and safety information must be in the language of the destination country. In the US, warning labels must follow CPSC formatting rules. These details are not optional. They are part of the product. We discuss labeling alongside product design because late changes are expensive for everyone.

Packaging affects landed cost.

Carton dimensions, weight, and stacking strength affect freight cost. A well-designed carton can reduce shipping volume and protect the product. A poorly designed one can increase damage rates and insurance claims. For buyers, packaging is not just a shelf decision. It is a logistics decision. We work with clients to optimize carton size, inner protection, and pallet configuration so the product arrives shelf-ready, not just factory-ready.

Documentation is a chain, not a folder.

A commercial invoice, packing list, bill of lading, certificate of origin, test reports, and CPC or CE documentation should all tell the same story. If the product description on the invoice does not match the test report, questions arise. If the carton label does not match the packing list, delays follow. We keep documentation consistent across every shipment so buyers can move through customs and retail compliance without surprises.

What this means for buyers.

Ask your supplier three questions before you place an order. First, what HS code applies to each product? Second, what testing and certification documents will you provide, and who owns them? Third, can you share a sample packing list and label template? A supplier who answers clearly is a partner. A supplier who deflects is a risk. For OEM/ODM buyers, we can adjust materials, finishes, age grading, packaging, and labeling to match your market. Because design, sampling, production, and quality control work under one roof, the paperwork reflects what is actually in the carton.
